Panizzis’ “91 Rules” were not a classification scheme (rigorous or otherwise) but rules for descriptive cataloguing and name, format, title, and, rarely, subject headings. They were still in force, with modifications, in BM’s Department of Printed Books, until the Department was included in the British Library in 1973.
